يغادر بلدنا كل عام الكثير من الأطر المغربية التي تحمل معارف ثمينة وتتوفر على خبرات هامة وكفاءات عالية، جعلتها تحظى باهتمام وقبول الدول الأكثر تقدما، والتي توفر لها كل الشروط المطلوبة للعمل المنتج والعيش الكريم.
ومن الخطأ الاعتقاد بأن الكثير من الأطر تغادر بلدها الأصلي فقط بسبب انعدام فرص الشغل، أو بسبب توفر راتب ضئيل مقارنة بالدول الأجنبية، فالكثير من الدكاترة اللامعين في مختلف التخصصات العلمية تخرج هاربة رغم توفر تلك الفرص بالمغرب، وهذا يجعلنا ننكب على أسباب أخرى لذلك الهروب، والتي منها:
ـ عدم الشعور باهتمام الإدارة بمواهبهم ومقترحاتهم وبغيرتهم على القطاع الذي يشتغلون به وبرغبتهم في تطويره. حيث يُفرض عليهم العمل وفق توجيهات قطعية تستدعي منهم التنفيذ وليس المشاركة أو الإبداع.
ـ شيوع نوع من البيروقراطية القاتلة التي تجعل الأطر الكفأة تشعر بفقدانها التدريجي لمواهبها بسبب ضيق أفق العمل ومحدودية المقاربات المعتمدة في التدبير والتسيير والبحث والانتاج (هذه النقطة بالذات هي التي تشرح ما حدث للدكتور منصف السلاوي مع إدارة الجامعة المغربية التي رفضت أن يلقي محاضرة ـ ولو مجانا ـ في تخصص جديد ومستقبلي بالنسبة للبحث العلمي في بلادنا).
ـ ضعف بنيات البحث العلمي وضعف ميزانيتها ومعداتها، ما يجعل الكثير من الأطر التي تكونت خارج المغرب تشعر بعدم إمكانية استثمارها لكل طاقاتها التي اكتسبتها عبر سنوات طويلة من التكوين المُضني.
ـ شيوع الفساد والزبونية وأولوية النسب العائلي على الكفاءة والعلم في العديد من القطاعات الحيوية للدولة.
ـ انعدام المناخ العام للعمل العلمي الجاد بسبب شيوع الخرافة والجهل في المجتمع، وعدم تقدير قيمة العلم والعلماء.
ـ ارتباط العلوم والبحث العلمي بالحرية، حرية التفكير والتعبير والعمل، فقد علمنا التاريخ أن الثورات العلمية الكبرى في مجال العلوم انطلقت بعد تحرير العقل من كل وصاية. وفي غياب هذا العامل الأساسي يصعب كثيرا إيجاد المناخ الملائم لعمل الأطر العلمية الكفأة.
في النهاية لا أحد يغادر بلده باختياره، وإنما يهرب الناس من ظروف القهر والإهانة وندرة شروط العمل المطابقة للمعايير المعتمدة دوليا، ويعودون عندما تتوفر لهم فيه أسباب العيش الكريم، والظروف الملائمة لإظهار مواهبهم بدون شعور بالخذلان .
